Authorizes the Natural Resources Agency to enter into a noncompetitive grant with a nonprofit organization representing Holocaust victims and survivors to plan, construct, and maintain a Holocaust memorial at Exposition Park in Los Angeles

Requires the memorial location to be conspicuously placed with adequate space for visitors, and the design must consider how it can promote learning about the Holocaust and contemporary antisemitism

Mandates the Department of General Services to review preliminary design plans for maintenance concerns, approve CEQA documents, review final construction documents for legal compliance, and inspect all construction work

Requires the nonprofit organization, with approval from the agency and department, to prepare a right-of-entry permit with construction details, insurance, and bonding requirements, as well as an agreement for long-term maintenance and security

Implementation is contingent upon appropriation by the Legislature in the Budget Act or other statute
