Authorizes any public agency within Alameda or Los Angeles counties, or a state agency, to implement programs for disposing of abandoned recreational vehicles within those counties, expanding the existing authority currently limited to the counties themselves

Extends the authorization for these abandoned recreational vehicle disposal programs from January 1, 2030 to January 1, 2032

Requires specific procedures before disposal including 72-hour notice on the vehicle, notification to the Stolen Vehicle System, and mailing notice to registered and legal owners within 48 hours of removal

Provides owners 30 days from notification to claim their recreational vehicle and establishes a poststorage hearing process within 10 days of notice for owners to challenge the validity of removal

Limits disposal of recreational vehicles to licensed dismantlers or scrap iron processors, with vehicles prohibited from being reconstructed or made operable unless they qualify for historical or horseless carriage license plates
