Exempts community college districts from local zoning ordinances for university housing development projects built on property they own or lease, if the parcel is within a one-half mile radius of a main campus or a satellite campus that existed before July 1, 2025

Requires that if housing projects include units for faculty and staff, a portion must be offered at affordable rents to extremely low income and lower income faculty and staff, based on California Tax Credit Allocation Committee rent limits

Defines "extremely low income" and "lower income" faculty/staff by reference to existing Health and Safety Code income thresholds

Declares that community college housing construction is a matter of statewide concern addressing California's affordable housing shortage, overriding local municipal authority including in charter cities
