Expands the types of dependency hearings for which incarcerated parents must receive notice and have the opportunity to be physically present, adding Section 388 petitions filed by the prisoner and hearings under Sections 361, 366.21, 366.22, 366.25, and parentage determination hearings

Changes remote participation from discretionary to mandatory: incarcerated parents who waive physical presence must now be given the opportunity to participate via videoconference, or teleconference if videoconferencing is unavailable

Extends juvenile court hearing attendance rights to nonminor dependents (those 18-21 in extended foster care), including the right to be present, address the court, and participate in hearings

Requires courts to continue hearings if a minor 10 years or older or a nonminor dependent was not properly notified of their right to attend or was not given an opportunity to be present

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs on county jails
