Expands eligibility for city selection committee appointments to the San Diego County Air Pollution Control District governing board to include mayors in addition to city council members from each supervisorial district

Authorizes each appointing authority to designate an alternate member who can vote and receive compensation (up to $200/day, $2,000/month) when the regular member is absent or disqualified

Requires a random drawing at the first board meeting in 2029 to select two city-appointed members and two public members to serve reduced two-year terms instead of the standard four-year terms

Removes the requirement that the military liaison to the U.S. Navy, Marine Corps, and Coast Guard be a board of supervisors representative, allowing any board member to serve after consultation with the Armed Forces
