Expands the definition of "project" under the Otay Mesa East Toll Facility Act to include facilities adjacent to the Otay Mesa East Port of Entry and facilities that generate revenue for or related to the port of entry, not just those facilitating movement of goods and people

Authorizes the San Diego Association of Governments (SANDAG) to use public-private partnerships as an alternative project delivery method, including fee-for-service arrangements, concessions, and agreements covering design, development, construction, financing, operation, or maintenance

Expands SANDAG's toll authority to impose tolls and charges not only for corridor use but also for use of any project or property covered by the act

Adds payments to private partners under public-private partnership agreements as an authorized use of toll revenues, alongside existing categories like bond payments, operations costs, and capital improvements

Requires toll collection to cease only after bond repayment, conclusion of any public-private partnership agreement, and repayment of other project costs, unless extended by two-thirds board vote
