Exempts emergency egress route projects from California Environmental Quality Act (CEQA) review when undertaken by public agencies to improve evacuation access for subdivisions with more than 30 dwelling units that lack secondary egress routes

Applies only to subdivisions identified by the State Board of Forestry and Fire Protection as needing secondary access and located in high or very high fire hazard severity zones

Requires projects to avoid wetlands, riparian areas, protected species habitat, and cultural resources, and mandates consultation with the Department of Fish and Wildlife during project development

Lead agencies must hold a noticed public meeting before determining a project is exempt, and must file a notice of exemption with the Office of Land Use and Climate Innovation and county clerk upon approval

Exemption expires on January 1, 2032
