Requires the State Department of Social Services to contract with California-based academic research institutions to develop recommendations for designing, funding, and implementing a permanent statewide Guaranteed Income Program

Mandates the contractor examine sustainable funding mechanisms, administrative infrastructure needs, appropriate payment amounts, program duration, and target populations including single heads of household, domestic violence survivors, undocumented immigrants, seniors in poverty, formerly incarcerated individuals, and foster youth

Requires multiple state agencies (Health Care Services, Public Health, Employment Development Department, Franchise Tax Board, Interagency Council on Homelessness) to share data with the Department of Social Services for the study

Establishes a steering committee including representatives from guaranteed income pilot programs across California regions, nine program participants, and researchers, to be facilitated by community-based organizations focused on poverty and economic justice

Requires the Department of Social Services to publish a report to the Governor and Legislature by January 1, 2028 on the feasibility and benefits of expanding the California Guaranteed Income Pilot Program statewide
