Establishes the South County Higher Education Planning Task Force to evaluate the feasibility of creating a mixed-use intersegmental educational facility in the City of Chula Vista to address the lack of a public university in southern San Diego County

Task force membership includes representatives from San Diego State University, Southwestern College, UC San Diego, City of Chula Vista, Sweetwater Union High School District, and appointees from the Speaker of the Assembly and Senate President pro Tempore

Requires the task force to identify potential governance structures, site locations, infrastructure requirements, funding mechanisms, and any statutory barriers to establishing the facility

Task force must convene its first meeting by July 1, 2026, and submit a report with findings and recommendations to the Legislature by July 1, 2027

Provisions are repealed on January 1, 2031; bill was approved by the Governor on October 13, 2025
