Authorizes the Chancellor of the California Community Colleges to allow Southwestern Community College District to offer up to 4 workforce-aligned baccalaureate degree programs, addressing the needs of South San Diego County's 585,000 residents who lack access to a local public university

Requires program proposals to demonstrate regional labor market demand, lack of availability at regional public universities, and evidence of collaboration with other institutions through transfer agreements, articulation agreements, or shared facilities

Mandates the Legislative Analyst's Office to conduct an interim evaluation by July 1, 2030, and a final evaluation by July 1, 2034, assessing student outcomes, workforce impact, completion rates, and effects on underserved students

Addresses projected workforce needs of over 25,000 jobs requiring baccalaureate degrees by 2033 in fields such as business, health care, technology, and the arts

Provisions expire on January 1, 2035, making this a pilot program subject to legislative review
