Establishes the Unaccompanied Youth Support Grant Program, a pilot administered by the State Department of Education to provide competitive 5-year grants to school districts, county offices of education, and charter schools

Targets unaccompanied homeless youth aged 16-17 who are not in foster care, with the goal of improving school attendance, graduation rates, pupil engagement, and connecting youth to stable housing resources

Allows grant funds to be used for referrals to county welfare departments and homeless services, basic needs supports (clothing, food, transportation stipends), educational tutoring, employment readiness training, and connections to health and behavioral health services

Prioritizes grant awards to local educational agencies with significant experience serving unaccompanied youth and existing partnerships with county welfare departments, continuums of care, or nonprofits addressing youth homelessness

Requires grant recipients to submit annual reports on expenditures, youth served, and outcomes; the department must report to the Legislature after the 5-year cycle with recommendations on expanding or making the program permanent
