Expands the Clean Cars 4 All Program to require incentives be available statewide, with the State Air Resources Board managing distribution in areas where local air districts have not elected to participate

Prioritizes vehicle retirement in areas with the highest percentage of residents in disadvantaged and low-income communities and the highest number of vehicles manufactured before 2004 or at least 20 years old

Requires the State Air Resources Board to update program guidelines by July 1, 2027, and to establish a means-based strategy providing increased incentives to individuals in the top decile of disadvantaged communities who own older vehicles

Modifies funding allocation metrics to include total value of vouchers deployed and vehicle model year, while removing consideration of population in eligible ZIP Codes

Mandates enhanced performance reporting including tracking at the census tract level, evaluation of outreach funding in communities with the most pre-2004 vehicles, and procedures for reallocating funds from areas with surplus to areas that have exhausted funding
