Mandates public notice to county boards of supervisors and a public meeting at least 30 days before escrow closes, with 10-day advance notice posted online and sent to adjacent landowners

Requires the Department of Parks and Recreation to submit reports to the Legislature on January 1, 2028, January 1, 2030, and January 1, 2032 detailing acquisitions made under this authority, including transaction summaries, costs or savings, and duration
