Requires the Department of Health Care Services to produce a publicly available Medi-Cal telehealth utilization report starting in 2028 and every two years thereafter

Mandates the report include telehealth access and utilization data such as visits per 100,000 member months, commonly used CPT codes, specialty and nonspecialty mental health services, and outpatient dental services delivered via telehealth

Requires data to be disaggregated by demographics including age, race/ethnicity, sex, primary language, county, aid code group, and managed care plan to identify disparities

Directs the department to use social determinants of health categories (such as the Healthy Places Index) to analyze telehealth access disparities where data is available

Requires the department to identify additional data elements for future reports, including patient outcomes and population health metrics, to address access-to-care issues
