Exempts deported community college students from paying nonresident tuition if they enroll in an online education program within 3 years of departing the United States on or after January 1, 2025

Defines "deported student" as someone who left due to immigration enforcement, fear of enforcement, or was denied reentry after a brief trip abroad while enrolled in a California community college

Allows tuition exemption to continue until completion of an associate degree, transfer certificate, or courses required for transfer to a four-year program

Guarantees students who return to the U.S. can retain residency status for tuition purposes and apply for financial aid if they previously qualified for the nonresident tuition exemption

Takes effect immediately as an urgency statute and sunsets on January 1, 2030
