Requires the Office of the State Fire Marshal to convene the Lithium-Ion Car Battery Advisory Group by December 31, 2026, to advise the Legislature on safety and management of lithium-ion vehicle batteries during emergencies including fires, battery damage, submerged vehicle recovery, and roadway collisions

Mandates the advisory group meet at least quarterly until July 1, 2028, and consult with universities, research institutions, electric/hybrid vehicle manufacturers, and state and local first responders

Requires appointment of at least 10 members representing Cal EPA, Department of Toxic Substances Control, Office of Emergency Services, certified unified program agencies, first responder organizations, vehicle manufacturers, automobile dismantlers, battery manufacturers, automotive engineering standards organizations, and EV battery recycling experts

Directs the advisory group to develop standards by July 1, 2028, based on local, state, and national guidance to establish best practices for first responder safety during lithium-ion vehicle battery emergencies

Provisions automatically repeal on January 1, 2029
