Authorizes the California Department of Fish and Wildlife to issue incidental take permits for four fully protected species—salt-marsh harvest mouse, California Ridgway's rail, California black rail, and white-tailed kite—for the Sears Point to Mare Island Improvement Project on State Route 37

The project spans from east of Lakeville Highway near State Route 121 in Sonoma County to west of Sacramento Street in Solano County, crossing through Sonoma, Napa, and Solano counties

Requires the department to ensure take is avoided to the maximum extent possible and that all measures meet the conservation standard under existing endangered species law

Mandates development of a monitoring program and adaptive management plan approved by the department, with permit conditions subject to amendment based on monitoring results

Applicants must pay permit application fees and meet all standard incidental take permit requirements; the exemption does not override any other applicable laws
