The required analysis must examine the proposed transfer tax's effect on: production of affordable housing (including from market-rate projects), production of market-rate housing units, and property tax revenue for the city, county, state, and special districts

Declares that housing provision and property tax impacts are matters of statewide concern, not municipal affairs, making the requirements applicable to all cities including charter cities that otherwise have autonomy over municipal affairs

Does not prohibit transfer taxes, but creates a transparency and analysis requirement prior to adoption
