Authorizes California State University, University of California, independent institutions of higher education, and private postsecondary educational institutions to provide admissions preference to applicants who are descendants of slavery

Defines "descendant of slavery" as an individual who can establish direct lineage to a person subjected to American chattel slavery before 1900

Qualifying ancestors include those emancipated through legal or extralegal means (self-purchase, manumission, military service, judicial ruling), gradual abolition statutes, those classified as fugitives from bondage, deemed contraband by military authorities, or who rendered service while subject to ancestry-based legal restrictions

Implementation is limited to the extent it does not conflict with federal law

Applies to UC only if the Board of Regents adopts a resolution making the provision applicable
