Creates the California Pediatric Cancer Research Voluntary Tax Contribution Fund, allowing taxpayers to contribute amounts exceeding their tax liability through a checkoff on their state tax return

Contributions are continuously appropriated to the UC Regents for distribution as grants to fund pediatric cancer research and community-based education, with up to 5% allowed for administration

The Franchise Tax Board will add the fund to tax forms when another voluntary contribution is removed or space becomes available, whichever occurs first

The fund automatically sunsets on January 1 of the 7th year after first appearing on tax returns, or earlier if annual contributions fall below $250,000

Addresses the research funding gap for pediatric cancers, noting only 8% of federal cancer research funding goes to childhood cancers despite being the leading cause of disease-related death in U.S. children
