Establishes the Independent Office of Audits and Investigations within the California Public Utilities Commission, effective January 1, 2026, by transferring the existing internal audit unit to this new office

Creates an Inspector General position appointed by the Governor and confirmed by the Senate, serving a six-year term with removal only for good cause stated in writing

Grants the office broad authority to access and examine all records, files, documents, accounts, and correspondence of the commission, public utilities, and other regulated entities

Requires the Inspector General to report audit and investigation findings to the Governor and Legislature on an ongoing basis, with at least annual summary reports posted publicly on the office's website

Mandates the office ensure efficient use of ratepayer funds, compliance with state and federal requirements, and full disclosure of fraud, improper activities, or serious abuses in commission programs and operations
