Youth tackle football leagues, organizations conducting tackle football programs, and coaches must allow participants to use safety equipment, including soft-shelled helmet add-ons

Courts may grant temporary restraining orders, preliminary injunctions, or permanent injunctions to address violations or threatened violations of this requirement

Plaintiffs who successfully obtain injunctive relief are entitled to recover reasonable attorney's fees and costs

Amends the existing California Youth Football Act, which already regulates contact practice limits and helmet recertification requirements for youth football programs
