Amends Code of Civil Procedure Section 2016.040 to require meet and confer declarations for motions to include whether parties discussed retaining a certified shorthand reporter for the motion hearing

Clarifies that meet and confer communications may be conducted through electronic communications

Does not prevent parties from actually retaining a certified shorthand reporter for hearings
