Prohibits UC, CSU, and California Community Colleges from disqualifying students from campus employment positions for failing to provide proof of federal work authorization, unless required by federal law or as a condition of a grant funding that specific position

Directs California's public universities and community colleges to treat the federal prohibition on hiring undocumented noncitizens (8 U.S.C. § 1324a) as inapplicable to state government branches

Establishes that student employment constitutes an authorized state benefit under federal law (8 U.S.C. § 1621(d)), allowing provision of this benefit regardless of immigration status

Requires implementation by January 6, 2027 (amended from original 2026 deadline)

Applies to UC only if the Regents adopt it by resolution; imposes state-mandated local program costs on community college districts subject to potential state reimbursement
