Establishes the Office of Civil Rights under the Government Operations Agency to prevent and address discrimination and bias in schools, with a Governor-appointed Director confirmed by the Senate

Creates an Antisemitism Prevention Coordinator position to develop education for school personnel, track antisemitism complaints, and make legislative recommendations using the 2023 U.S. National Strategy to Counter Antisemitism as guidance

Prohibits school districts from adopting textbooks, instructional materials, curriculum, or professional development materials that would subject pupils to unlawful discrimination, and requires investigation and remediation when such materials are discovered

Requires organizations found to have provided discriminatory instructional materials to reimburse all funds received and disclose the violation to all current and prospective contracting school districts

Mandates the Department of Education issue annual management bulletins on discrimination protections and maintain a dedicated antisemitism resources webpage; requires annual parent notification of these protections
