Requires each California county to review and update its emergency plan at least every two years

Directs the Office of Emergency Services to develop best practices for counties creating and updating emergency plans

Establishes a process for counties to request state review of their emergency plans, with technical assistance on plan sufficiency, protection of vulnerable populations, and evacuation/sheltering procedures

Removes outdated January 1, 2022 deadline references from existing law

Provides for state reimbursement to local agencies if the Commission on State Mandates determines the bill imposes state-mandated costs
