Establishes an Electric Vehicle Economic Opportunity Zone (EVEOZ) in Riverside County, administered by the Labor and Workforce Development Agency, to make EV manufacturing jobs and education more accessible to lower-income communities

Authorizes partnerships with educational institutions to develop programs including associate/bachelor's degrees in EV manufacturing and engineering, workforce development, apprenticeships, and career pathways for EV technicians and charging station installation

Allows the agency to partner with EV manufacturers and financial institutions to offer business loans, tax credits, grants, and corporate subsidies for companies building or upgrading EV manufacturing facilities within the zone

Requires all EVEOZ programs to prioritize recruitment of workers and students of underprivileged economic status who reside within the zone's geographical boundaries

Implementation is contingent upon appropriation by the Legislature; the bill is intended as a pilot program that could serve as a model for future EVEOZs statewide
