Establishes the Huron Hawk Conservancy as a state agency within the Natural Resources Agency to acquire and manage approximately 3,000 acres of the San Luis Canal Westside Detention Basin near the City of Huron in Fresno County for recreation, open space, wildlife habitat restoration, and educational uses

Creates a 12-member governing board including representatives from Fresno County, City of Huron, Wildlife Conservation Board, Natural Resources Agency, Department of Fish and Wildlife, Department of Parks and Recreation, Department of Finance, State Lands Commission, and three public members appointed by the Legislature and Governor

Grants the conservancy powers to acquire property from willing sellers at fair market value, manage lands, award grants, enter contracts, employ staff, and recruit volunteers, but prohibits taxing, regulating land use, or exercising eminent domain

Creates the Huron Hawk Conservancy Fund in the State Treasury to receive contributions from member agencies, public agencies, private entities, and individuals, with expenditures subject to legislative appropriation

Becomes operative only upon appropriation by the Legislature in the annual Budget Act or approval of a general obligation bond authorizing funds for the conservancy
