Establishes the Reentry Housing and Workforce Development Program within the Department of Housing and Community Development to provide grants for housing and employment services to people with recent incarceration histories who are experiencing or at risk of homelessness

Requires the department by July 1, 2026 to create the program, establish referral processes with the Department of Corrections and Rehabilitation, and issue guidelines for five-year renewable grants to counties, community-based organizations, and continuums of care

Allocates 10-20% of program funds specifically to community-based organizations led by people with lived experience of incarceration, requiring at least 25% of staff to have incarceration history and prohibiting eviction of participants who decline services

Eligible participants include individuals within 60-180 days of prison release who are likely to become homeless, parolees currently experiencing homelessness, and homeless individuals incarcerated in state prison within the past five years

Mandates annual reporting on participant outcomes including housing retention, recidivism rates, and employment placements, with an independent evaluation due to the Legislature by February 1, 2029
