Applies only to public schools and public higher education institutions, not private schools (unlike existing requirements for the 988 Suicide and Crisis Lifeline and National Domestic Violence Hotline)

Cites research that 12% of LGBTQ+ young people ages 13-24 attempted suicide and 39% seriously considered suicide in the past year, with 50% unable to access mental health resources

Notes FBI data showing schools are the third most common location for hate crimes against LGBTQ+ youth, with hate crimes at schools more than doubling between 2018 and 2022

Encourages school districts, county offices of education, and charter schools to provide information on resources to educate staff on supporting LGBTQ+ students who face bias and bullying
