Requires the natural gas California Climate Credit to be provided to residential customers on bills for February of each year

Allows the Public Utilities Commission to temporarily direct different timing only to address extreme, unforeseen, and temporary circumstances, after which credits must return to the specified months

Permits the commission to allocate up to 15% of greenhouse gas allowance revenues to clean energy and energy efficiency projects administered by electrical corporations or approved third-party administrators
