Requires the Department of Health Care Access and Information to develop criteria for a Black Mental Health Navigator Certification as a specialty certificate program within the community health worker framework

Training curriculum must include entry-level mental health assessments, crisis intervention for non-emergency cases, navigation support, and culturally specific practices for delivering mental health assistance to Black communities

Department must solicit stakeholder feedback and may partner with community-based organizations with expertise in Black mental health and wellness to develop certification criteria

Mandates annual data collection and publication on the number of certified individuals (with demographic breakdowns), specialty certificate completions, and active community health worker employment

All provisions are contingent upon appropriation by the Legislature
