Eliminates the requirement for principal recommendation for high school students participating in College and Career Access Pathways (CCAP) dual enrollment partnerships, requiring only one parental consent form for the duration of participation

Requires CCAP partnership agreements to allow students to complete one application for the entire duration of their attendance as a special part-time student at a community college

Removes the limit of 4 community college courses per term for special part-time students enrolled in up to 15 units under a CCAP partnership agreement

Changes annual reporting requirements to include the total number of high school students who completed 12 or more units of college coursework by graduation, completed a certificate, or completed courses required for an associate degree or transfer degree
