Authorizes county agricultural commissioners to levy civil penalties up to $500 per acre against property owners who maintain pest-related public nuisances on neglected or abandoned crops, as an alternative to imposing property liens

Increases the penalty to up to $1,000 per acre if the violation is not addressed within 45 days of the original penalty, with amounts based on nuisance severity and the person's ability to pay

Exempts property owners from civil penalties if they take good faith action to rectify the violation within 30 days of receiving notice

Excludes beneficial organisms used as biological control agents and conservation practices identified by USDA or California's Healthy Soils Program from the definition of "pest"

Requires violation notices to be provided in English and any other language spoken solely by more than 10% of county residents, and the bill sunsets on January 1, 2035
