Requires each state agency to submit by April 1 annually a list of all reports not yet submitted to the Legislature, including status summaries and explanations for any overdue reports

Mandates agencies provide compliance plans with timelines, goals, objectives, and benchmarks for completing each outstanding report

Lists must be submitted in printed form to the Secretary of the Senate and electronic form to the Chief Clerk of the Assembly, who forward them to their respective budget committees

Budget committees may compel agencies that failed to submit timely reports to appear and explain their non-compliance

Legislature may withhold appropriations from agencies that fail to submit required reports on time, applying to reporting requirements effective on or after January 1, 2026
