Creates an exception allowing the Department of Fish and Wildlife to withhold California Natural Diversity Database location data if disclosure would pose a significant risk to individuals of a species

Requires the Department of Fish and Wildlife, when restricting data, to provide a written determination assessing the maximum amount of data that can be released without endangering species

Applies these public availability requirements to applications for eligible facilities including solar photovoltaic and wind powerplants with generating capacity of 50 megawatts or more
