Requires Court Appointed Special Advocate (CASA) programs to submit fingerprint images of employment and volunteer candidates to the Department of Justice for state and federal criminal history background checks and Child Abuse Central Index searches

Mandates the Department of Justice to monitor the Child Abuse Central Index and notify CASA programs if a child abuse investigation record is added involving any of their current employees or volunteers

Requires CASA programs to immediately notify the Department of Justice when an employee or volunteer leaves, and to verify at least every six months that individuals being monitored are still in authorized positions

Authorizes the Department of Justice to increase fees charged to CASA programs to cover the cost of processing ongoing Child Abuse Central Index monitoring notifications

Maintains existing fee structure where the department charges for federal-level criminal record checks but provides state-level criminal record information at no cost
