Establishes the Blue Ribbon Commission on the Development of a California Department of Youth Sports to study the need for and feasibility of creating a centralized entity to support and regulate youth sports by July 1, 2026

Commission composed of 17 members: the State Public Health Officer, 10 members appointed by the Governor, 3 by the Senate Committee on Rules, and 3 by the Speaker of the Assembly, with expertise in youth sports, equity, disabilities, and related fields

Study must assess how to address disparities in youth sports access, implement statewide coaching certification requirements, improve safety protocols, and create sustainable state investment mechanisms

Creates the Youth Sports Blue Ribbon Commission Fund in the State Treasury, with a special subaccount for federal, nonprofit, or private funding sources that are continuously appropriated to the Department of Public Health

Commission must submit its study to the Legislature and Governor by January 1, 2028, with all provisions repealing on January 1, 2033
