Allows prevailing plaintiffs in enforcement actions to recover reasonable attorney's fees and costs, and authorizes the Department of Housing and Community Development to bring civil actions to enforce these provisions

Requires cities and counties to submit annual reports to the state regardless of whether complaints were received, including the number of complaints and any violations

Authorizes the Department of Housing and Community Development to withhold state funding from cities or counties that fail to comply with reporting requirements or fail to take action to correct shelter violations
