Creates a new "assistant teacher permit" issued by the Commission on Teacher Credentialing, allowing holders to assist in childcare and instruction of children under supervision, including up to 120 minutes of independent supervision daily for breaks or classroom support

Requires permit applicants to have at least 6 units from an accredited institution in early childhood education, child development, or human development, maintain an updated education plan, and be sponsored by a state-contracted childcare program employer

Limits assistant teacher permits to 2 years with no renewal option, and restricts employment to no more than 50% of classrooms at any site with maximum one assistant teacher per classroom

Authorizes the Superintendent of Public Instruction and Director of Social Services to collect data from contracting agencies on the number of employees holding assistant teacher permits or waivers

Commission must implement these provisions by January 30, 2026; the assistant teacher permit program sunsets one year after implementation of the commission's revised child development permit matrix or January 1, 2029, whichever is later
