Modifies requirements for "exempt surplus land" under sectional planning areas by requiring that at least 25% of non-student/faculty/staff housing units OR 500 units (whichever is greater) be dedicated to lower income households, rather than the previous 25% of all units

Requires land to be developed at an average density of at least 10 units per acre across the entire sectional planning area, now explicitly including student, faculty, and staff housing in the density calculation

Establishes specific standards for student housing units to count toward density requirements: must include a full kitchen, maintain a maximum 5:1 bed-to-bathroom ratio, and meet Health and Safety Code Section 17920.3 requirements

Applies to sectional planning areas adopted prior to January 1, 2019, where the land was dedicated before that date and met specific conditions regarding irrevocable offers of dedication, land exchange agreements, or grant deed restrictions

The sectional planning area exemption provisions will sunset on January 1, 2034
