Prohibits importing or manufacturing disposable, battery-embedded vapor inhalation devices containing nicotine for sale in California beginning January 1, 2027, and prohibits selling or distributing such devices beginning January 1, 2028

Defines covered devices as non-refillable or non-rechargeable vaporization devices containing nicotine but not cannabis, excluding FDA-regulated medical devices

Establishes civil penalties of $500 for first violation, $1,000 for second violation, and $2,000 for third and subsequent violations, enforceable by cities, counties, or the state

Makes violations an infraction punishable by fines up to $500, and authorizes the California Department of Tax and Fee Administration to revoke or suspend tobacco product licenses for violators

Allows remedies under unfair competition law in addition to specified penalties, with state agency enforcement costs recoverable from liable persons
