Adds mute swans (Cygnus olor) to the list of nongame birds that may be taken or possessed without a hunting license, alongside English sparrows and starlings

Landowners, lessees, or their authorized agents can take mute swans on their property without obtaining a hunting license or depredation permit

Persons who take or possess mute swans are encouraged to report the take to the Department of Fish and Wildlife

Department of Fish and Wildlife must collect information about enforcement actions taken by department personnel related to mute swan take and possession

The mute swan provisions expire on January 1, 2031
