Requires all state agencies, departments, offices, and commissions under the Governor's authority to develop strategic plans and report progress annually to the Governor and Joint Legislative Budget Committee by April 1, starting in 2026

Mandates that strategic plans include performance measures for potential use in performance budgeting systems and reviews

Requires agencies to consult with employee organizations, the Legislature, client groups, suppliers, and contractors when developing strategic plans

Directs agencies to update their strategic plans, where applicable and feasible, to incorporate data analysis and inclusive practices to advance racial equity and address identified disparities

Agencies must implement changes to their mission, vision, goals, policies, programs, operations, and community engagement practices to respond to disparities and better serve all Californians
