Increases the lease term threshold requiring voter approval for conveying park or open-space land from 25 years to 50 years, and authorizes the Midpeninsula Regional Open Space District and East Bay Regional Park District to lease property for up to 99 years without voter consent for compatible purposes

Changes the vote requirement for exchanging park or open-space land from unanimous board approval to a two-thirds vote, and increases the annual land exchange limit from 40 acres to 80 acres for East Bay Regional Park District, Midpeninsula Regional Open Space District, and Sonoma County Agricultural Preservation and Open Space District

Allows the East Bay Regional Park District to accept monetary compensation instead of land in exchanges with other public agencies when a compatible exchange is not feasible, provided funds are used to purchase park and open-space land

Authorizes general managers of districts with populations of 200,000 or more to bind the district for equipment, supplies, and materials (excluding labor and services) up to $150,000 annually, compared to the standard $50,000 limit

Consolidates board-appointed officer roles, allowing districts to combine positions such as general manager and controller into one person, and updates gender-neutral language throughout the statute
