Expands the Gaming Policy Advisory Committee from 10 to 12 members by adding one academic representative with gaming expertise and one representative from the Bureau of Gambling Control

Requires the committee to meet at least twice per calendar year, replacing the previous "from time to time" requirement

Establishes that the committee's objective is to solicit input from various constituencies, including the public, on gaming policy issues for the California Gambling Control Commission

Changes the committee's role regarding Indian gaming from "may not advise" to "shall not advise" the commission on those matters

Maintains the existing structure of five controlled gambling licensee representatives and five general public members on the committee
