Requires the California Department of Education to develop and distribute a model policy by June 30, 2026 on addressing cyberbullying that occurs outside school hours and off campus, when acts are severe or pervasive enough to create an intimidating or hostile educational environment

Local educational agencies (school districts, county offices of education, charter schools) must adopt a policy on off-campus cyberbullying by July 1, 2027, either using the state model or developing their own with stakeholder input

Clarifies that schools are authorized but not required to address off-campus cyberbullying, and imposes no liability on schools for failing to address such acts

The model policy may incorporate existing frameworks including Multi-Tiered System of Supports, restorative justice practices, trauma-informed practices, and social-emotional learning programs

Applies to schools serving students in grades 4 through 12, and requires each school to post the adopted policy on its website
