Requires elected officials and Public Utilities Commission members to report behested payments exceeding $5,000 from a single source within 30 days after the end of the calendar quarter, rather than within 30 days of the payment itself

Mandates disclosure of subsequent behested payments from the same source within 30 days after the calendar quarter ends once they reach $1,000 in aggregate, after the initial $5,000 threshold report is filed

Adds new disclosure requirements including any relationship between nonprofit payees and the official (such as board positions, employment, or founding member status), and any proceedings before the official's agency involving the payer within 12 months of the payment

Requires reports to be filed through the Fair Political Practices Commission's electronic filing system, with local officials permitted to file with their local filing officer if reports are posted publicly online within 10 days of receipt

Allows officials to file good faith estimates of payment amounts or dates if they cannot obtain exact information after reasonable efforts, provided they submit an amended report within 10 days of receiving accurate information
