Requires electrical corporations and local publicly owned electric utilities to provide aggregated customer power outage data (for outages of 4+ hours) to the State Department of Social Services within 7 calendar days of a request to help maximize federal disaster food assistance

Data must include outage dates, duration, affected counties and ZIP codes, total residential customers per ZIP code, and number of customers who lost power, but cannot contain personally identifiable information

Mandates the Department of Social Services to maximize federal food assistance through D-SNAP, SNAP benefits replacement, Summer EBT (SUN Bucks), and other federally funded nutrition programs using the utility outage data

Requires each electrical corporation and local publicly owned electric utility to designate a point of contact for the Department of Social Services to facilitate data sharing

Requires the Department of Social Services to submit a report to the Legislature by December 31, 2026, on ways to maximize federal food assistance during disasters and public health emergencies
