Authorizes the Department of General Services to negotiate and enter into contracts with manufacturers and suppliers for bulk purchasing of residential construction materials at discounted prices until January 1, 2031

Requires procured materials (lumber, concrete, roofing, drywall, wiring, etc.) be offered at cost or with minimal administrative fees to homeowners, contractors, nonprofits, and local governments in areas affected by declared emergencies from earthquakes, floods, fires, storms, or other natural disasters

Materials may only be used for housing recovery efforts directly linked to losses from a state of emergency, and remain available for five years following an emergency declaration

Exempts these contracts from standard public contracting requirements and directs the department to prioritize sustainable and locally sourced materials when possible

Requires annual reporting to the Assembly Committee on Emergency Management and Senate Committee on Governmental Organization on quantities purchased and rebuilding outcomes, with the program sunsetting on January 1, 2031
